What is UAE ECAS certification?
ECAS is the UAE's mandatory conformity assessment scheme for regulated products. It is administered by MoIAT, which absorbed the former Emirates Authority for Standardization and Metrology (ESMA) in July 2020. You will still see references to "ESMA ECAS" on older certificates and third-party websites, but it is the same scheme under a different administrator.
The scheme produces an ECAS Certificate of Conformity (CoC), a formal document confirming that a specific product complies with the applicable UAE technical regulations and standards. A regulated product without a valid CoC cannot legally be placed on the UAE market, and customs authorities can block it at the port. ECAS applies to both imported and locally manufactured goods, and the certificate holder must keep the product in compliance for as long as the certificate is in force. Which products need ECAS certification?
Only products on MoIAT's regulated products list require ECAS. The list is updated periodically, so the correct first step is always to check the current version rather than assume a category is in or out. Regulated categories include, among others:

MoIAT also splits the list into risk tiers. Low-risk products generally follow a lighter route, while high-risk products may be required to hold the higher-tier Emirates Quality Mark instead of, or in addition to, ECAS. Who is responsible: the manufacturer, the importer, or both?
The applicant of record is normally the UAE importer or the foreign manufacturer's appointed UAE local representative. This is the part of ECAS that surprises importers buying from China, because it cannot be handled entirely from abroad.
Foreign manufacturers must appoint a UAE local representative holding a valid trade license. The appointment is formalized with an authorization letter, and the representative becomes MoIAT's point of contact for the application and for market surveillance after the certificate issues. In practice, the importer frequently acts as the local representative, since most regulated consumer goods entering the UAE are imported.
Either way, the responsibility chain is short: the product must actually conform, the applicant must hold the evidence of conformity, and the factory must cooperate on testing and documentation. If your supplier refuses to share a bill of materials or send samples to a lab, no portal submission will fix that.
What documents does the ECAS application require?
Applications need a complete technical file for the product, and the exact documents vary by category. The recurring core is:

How does the ECAS application process work?
The process follows a fixed sequence. Order matters, because testing has to happen before the portal submission, and the labeling has to match the certified model exactly.
- Confirm the product is regulated and identify its risk tier on the current MoIAT list.
- Appoint the UAE local representative if you are a foreign manufacturer or an importer without local presence, and put the authorization letter in place.
- Compile the technical file, the manufacturer's Declaration of Conformity, and the labeling artwork with Arabic where required.
- Have the product tested at an ISO/IEC 17025-accredited laboratory against the applicable standards, or submit existing reports that are still valid.
- Register and apply through the MoIAT eServices portal with MoIAT Single Sign-On, uploading every document.
- Pass Notified Body technical review. Notified Bodies are third-party conformity assessment bodies authorized under Cabinet Resolution No. 35 of 2015 and typically accredited to ISO/IEC 17065 for product certification; TÜV SÜD, designated as a MoIAT Notified Body, describes this registration and certificate-of-conformity workflow for the UAE market. Outcomes are approval, a request for more information, or rejection.
- Receive the ECAS Certificate of Conformity, then apply the ECAS mark to the product and packaging.
On timelines: MoIAT lists a standard processing time of about 1.5 working days once a complete application is submitted. That figure does not include testing, which is the long pole. Plan on several weeks end to end, and start the lab work before the factory begins mass production, not after the goods are already on the water.
What testing does ECAS require?
Testing is done by laboratories accredited to ISO/IEC 17025, the international standard for testing competence. Products are tested against the applicable UAE.S standards, or mapped IEC and ISO standards. Household electrical goods, for example, are commonly tested to the IEC 60335 series as mapped into UAE standards.
Three practical points for China-based production:
- Existing reports can be reused when they are still valid, so check the accepted report age before paying for new tests. The ECAS general requirements cap third-party test reports at three years from the date of testing, with critical food items sometimes tested annually based on non-conformity history.
- CB test reports issued under the IECEE scheme are widely used as the basis for electrical products, and RoHS reports are required for covered electronics.
- The country of origin has to appear on the label, and for electronic products the plug parts must meet UAE requirements such as BS 1363.
Because testing happens on a representative sample, the factory has to produce the test samples from the same design, materials, and components that will go into the order. A certified sample that differs from shipped production is a conformity failure waiting to be discovered during market surveillance. This is where a quality control check before shipment, verifying that production matches the certified sample, pays for itself.
What is the ECAS Certificate of Conformity?
The ECAS Certificate of Conformity is the output document of the scheme. It names the certified models, and wildcard or generic model numbers are no longer accepted, so every specific model needs to appear on the certificate. A mismatch between the certificate, the model actually shipped, and the HS code is a common reason shipments get held at Jebel Ali or Khalifa Port.
The CoC is typically valid for one year and must be renewed before it expires. Renewal confirms the product has not changed. A design change, a material substitution, or a new model triggers re-assessment or re-testing rather than a simple renewal. A lapsed certificate means the product cannot legally remain on the market and can be pulled from retailers or blocked at customs.
What are the ECAS labeling and marking rules?
Certified products must bear the ECAS mark on the product or its packaging. Keep three things in mind.
First, the user manual must be available in Arabic as well as English, and the labeling has to show the company name, model, ratings, country of origin, and the ECAS mark. Second, the mark version matters: industry reports note that products shipped to the UAE were required to use the latest ECAS logo from March 2025, with in-market inventory expected to update by September 2025. If your packaging was designed earlier, verify which logo version is current before the next print run. Third, no label changes without approval: under Notified Body service terms, any change to the label or replacement of the logo needs approval from the Notified Body or MoIAT.
How much does ECAS certification cost?

The real cost driver is testing. ECAS vs EQM: which one do you need?
The Emirates Quality Mark is not a replacement for ECAS. It is the higher tier that runs alongside it, and it is the scheme the brief's "successor" question is really about.

EQM is what you pursue when your category requires it, or when you want a three-year certificate and the credibility of an audited factory behind your brand. The factory audit is the step most China-sourced suppliers have never done. EQM requires a field visit to the manufacturing site plus quality system documentation, so vetting supplier readiness early matters. What happens if a shipment arrives without ECAS?
Goods without a required valid ECAS certificate can be held at the port, and a mismatch between the certificate, the model, and the HS code is one of the most common causes of detention. Consequences beyond delay include refusal of customs clearance, product withdrawal from the market, and fines. Market surveillance continues after certification: MoIAT and the local economic departments inspect goods and take samples from the market, and non-compliant products can be seized or withdrawn. The scheme's own general requirements also reserve the right to conduct factory inspections to verify that production matches the certified product.
None of this is theoretical. For regulated categories, the certificate is effectively part of the shipping documents, and missing it costs more than the certification ever would.

Saudi Arabia runs its own SABER platform with its own product and shipment certificates, and categories such as toys and low-voltage equipment fall under the GCC G-Mark scheme issued by a GSO Notified Body. Treat each new Gulf market as a separate certification project.
Is ECAS the same as ESMA certification?
They refer to the same scheme. ESMA, the Emirates Authority for Standardization and Metrology, administered ECAS until it was absorbed into MoIAT in July 2020. Older documents and websites still say "ESMA ECAS," but applications, fees, and renewals now go through MoIAT.
